This election day, we're getting it in writing.

Our Candidate Pledge represents the priorities of disaster survivors across our state and provides a clear standard for candidates dedicated to building a disaster recovery fund. We deserve elected officials who support clear solutions so that no Texan has to jump through hurdles to get support when disaster strikes.

We asked candidates to commit to:

  • Supporting the Texas Forever Fund — Support permanent state funding for disaster recovery that doesn't compete with other critical services
  • Championing Federal Funding Advocacy — Help fight for maximum federal disaster aid for Texas communities
  • Supporting FEMA Capacity Protection — Defend FEMA from politicians using it for political purposes; keep the agency disaster response ready
  • Ensuring Housing Stability — Support efforts to ensure survivors have safe, affordable housing during and after recovery
  • Expanding Mental Health Services — Support investment into trauma-informed mental health support for survivors and first responders
  • Supporting Infrastructure Investment — Help build disaster-proof infrastructure that protects communities from future disasters
  • Championing Improvements to Emergency Communication — Fighting for clear, reliable information that reaches people when disaster strikes

What is the Texas Forever Fund?

The Texas Forever Fund is a survivor-driven demand for permanent disaster recovery funding in Texas. Last summer, survivors of the devastating July 2025 floods joined together with survivors of Houston hurricanes, Winter Storm Uri, and south Texas floods to call on Governor Abbott to use his executive authority to establish the Texas Forever Fund — a permanent disaster recovery fund with an initial $500 million investment from the state's $24 billion surplus.

This isn't an abstract policy proposal developed in Austin offices. It's a demand forged in flooded homes, in FEMA appeals processes, in the exhausting work of rebuilding while systems fail. Survivors know what works because we've experienced what doesn't.
